You can publish a WMS service to ArcGIS Server by enabling the WMS capability when you publish a map or image service in ArcGIS for Desktop. Given that ArcGIS Server supports thousands of predefined spatial reference systems, these spatial reference systems can be added into a WMS service and advertised to WMS clients by using external WMS capabilities files (see the subsection "Publishing a WMS service with external capabilities files" below for information on using additional spatial reference systems).
